The Oregon Senate passed a bill Wednesday in a 28-2 vote that would require schools to notify students, parents and the state Board of Education before integrating radio-frequency technology that would track students' locations on campus.
Radio frequency identification devices are computer chips used to track cattle, consumer products and, in some U.S. schools, kids.
The devices can be implanted into student ID cards or attached to clothing for the purpose of monitoring students' location on campus, replacing the need to take attendance.

Debt Limit Bill Passes House, Ordering Obama To Pay Only Some U.S. Creditors On Time

WASHINGTON -- The House passed a measure Thursday that would amount to the rough equivalent of declaring bankruptcy for the United States, directing the government to meet only certain obligations if Congress failed to raise the country's borrowing limit.
Republicans characterized the measure as a responsible step to mitigate the fallout from such a failure, but Democrats slammed it as the "Pay China First Act."
The legislation, which is actually called the Full Faith and Credit Act, lacks support in the Democratic-controlled Senate, and President Barack Obama has threatened to veto it. But it passed the House 221 to 207.
If Congress does not raise the debt limit, the Full Faith and Credit Act would direct the White House to pay U.S. debts in a certain order -- to first pay people on Social Security and holders of U.S. bonds, which include many major U.S. pension funds and foreign governments, with China being the largest among them.
Other obligations, from Medicare to military benefits, would go on the backburner.
Republicans argued, however, that Obama and the Democrats have failed to cut Washington's spending enough, so the bill is needed to force the president to act.

IRS AGENTS TRAIN WITH AR-15s – ARE THEY PREPARING TO ‘TARGET’ MORE CONSERVATIVES?
As if there weren’t enough heavily armed federal agents already in a multitude of different departments, now the IRS is getting in on the semi-automatic act. Great, the same IRS that’s admitted to unfairly targeting Tea Party, Patriot and other conservative organizations is now arming to the teeth?
And the tax guys’ “target practice” so bothers one South Carolina congressman that’s he’s trying to get to the bottom of it.
Jeff Duncan (R-SC), chairman of the House Homeland Security oversight subcommittee, toured a federal law enforcement facility in late May and noticed agents training with the semi-automatic weapons. Even though it was a DHS training facility, the shooters reportedly identified themselves as IRS enforcement.
Duncan says he was surprised to hear they worked for the Internal Revenue Service:
When I left there, it’s been bugging me for weeks now, why IRS agents are training with a semi-automatic rifle AR-15, which has stand-off capability. Are Americans that much of a target that you need that kind of capability?

British authorities are redoubling their fight against the spiraling problem of female genital mutilation (FGM) after a weekly primetime television show broadcast by the BBC forced the previously "taboo" subject into mainstream debate.
FGM is endemic in Muslim-majority countries across Africa, Asia and the Middle East. Three million girls between infancy and age 15 are subject to FGM every year, and it is believed that 140 million women worldwide are suffering from the lifelong consequences of the practice.
FGM has emerged as a major problem in Europe due to mass immigration. The European Parliament estimates that 500,000 girls and women in the European Union are living with FGM, and every year another 180,000 girls in Europe are at risk of being "cut."
